feat: TUI completeness — identity, Seat Deck empty states, lean chrome (0.9.31)

Sanitize session titles, stamp CST on the topbar, fill work/sync/keys so
the sidebar never looks unfinished, drop duplicate ctx from the foot, and
tone down the scroll banner plus composer mode line.
