WHCandCursor 1605d74f17 fix: sealed peer sync smoke + clearer approval denials (0.9.18) 
CLI/Docker assert AEAD sync; status shows sealed channel; headless denials no longer pretend the user refused.

WHCandCursor a3e115539e feat: /realm in TUI, daemon instance takeover (0.9.16) 
Pidfile records instance+port; login restarts the service when the seat
changes. TUI /realm status|login|stop; prompts discourage filler chatter.

WHCandCursor e610d70c30 fix: interactive Realm password, recoverable worker budget (0.9.15) 
Prompt for Realm password when CST_REALM_PASSWORD is unset; map worker
request-gate exhaustion to a clear budget error with partial progress;
hard-skip identical tool failures after 3 tries. Add docs/parliament.md.
